(1) limiting the increase in state government spending each year to no more than the rate of inflation plus the percentage of population growth
(2) requiring the Legislature to get the people's permission first before exceeding that cap, by placing the question on our statewide ballot
(3) requiring that half of any budget surplus be placed in a state "rainy day" account, and the other half be refunded to Michigan taxpayers,until the "rainy day" account equals 10 percent of the annual budget,after which all of any budget surplus must be refunded to taxpayers
(4) Removing one fixed cost of state government by eliminating life-time pensions for individuals who serve in the Michigan Legislature.
